With the goal of improving tax collection without increasing taxes, the Tax Administration Service (SAT) has introduced its 2025 Master Plan, aiming to generate 5.3 trillion pesos through a strategy focused on digitalization, streamlining procedures, and combating tax evasion.
Through this plan, the SAT commits to simplifying procedures for individuals and businesses, digitalizing government services, and upgrading its online portal to facilitate access to tax-related services.
The plan includes digital modernization, enhancements in the use of mobile applications such as “SAT Móvil” and “Factura SAT Móvil”, and the implementation of technological tools for tax oversight.
Additionally, it seeks to provide educational content to promote tax compliance awareness and strengthen training programs for tax officials.
A Special Regularization Program is also introduced, offering taxpayers with incomes of up to 35 million pesos the opportunity to settle outstanding debts with a 100% reduction in interest, fines, and enforcement costs. Furthermore, pre-filled tax returns will be available for companies in the primary sector.
The SAT will implement data analytics and machine learning models to detect irregular behaviors, particularly in economic sectors with high tax evasion risks. Additionally, operations against smuggling will be conducted, along with intensified audits of foreign trade activities and misclassification of taxes.
